GeM(GOVERNMENT E-MARKETPLACE)

The Government e Marketplace (GeM) platform was launched on 9th August, 2016 as an online, end to end solution for procurement of commonly used goods and services for all Central Government and State Government Ministries, Departments, Public Sector Units (PSUs) and affiliated bodies.

It aims to enhance transparency, efficiency and speed in public procurement of goods and services and eliminate corruption. It functions under Directorate General of supplies and Disposal (DGS&D), Ministry of commerce and industries. It is completely paperless, cashless and system driven e-market place that enables procurement of common use goods and services with minimal human interface.

GeM 3.0
The Ministry of commerce & Industry has launched third version of the Government e-Marketplace (GeM 3.0). The earlier version GeM 2.0 was launched as pilot project in August 2016.
  • It has powerful search engine and price comparison using third party sites- multisource and real time.
  • It has performance based user Rating and online vendor assessment (optional).
  • It has market based bundling and bunching of products and services.
  • It also has multi-cart Functionality and Offer more services with Bid and RA facility.
PURPOSES OF GeM

The purpose of GeM is to sell the goods or services by seller or purchase the goods or avail the services by buyers. It provides the tools of e-bidding, reverse e-auction and demand aggregation to facilitate the government users to achieve the best value for their money.

GeM REGISTRATION

The Buyer and Seller get registered themselves in GeM portal for particular transactions (for buying, selling, listing of their product, bidding, and reverse auction).

For Using GeM Portal, first a primary user needs to register on GeM Portal.
The Requirements for Registration on GeM are as follows:
  • Aadhaar of the user or PAN.
  • Email id
  • Mobile number linked with Aadhaar
  • Income tax return for at least 3 years. (If available)
  • Bank Details
  • Certificate of registration, if registered under any Startup Project. (Like MSME)
OEM IN GeM

The “Seller on GeM” will be either OEM (Original Equipment Manufacturer*) or Seller having authorization to sell products manufactured by the OEM in open market.

If the seller is not manufacturer of product then he/she is required to get Authorization certificate from manufacturer for selling the goods.

BIDDING  IN GeM

The e-Bidding / RA module of GeM is a tool provided to the Buyer(s) for organizing bidding / RA from GeM Sellers of the particular product category for a pre-defined requirement i.e. quantity, technical parameters for Goods/ Services of the particular product category required for one or more Buyers / Consignees.
 GOODS UPTO VALUE CAN BE PURCHASED ON GeM
  1. GeM portal may be utilized by the Government buyers for on-line purchases as under:-
  2. Up to Rs.25,000/- through any of the available suppliers on the GeM, meeting the requisite quality, specification and delivery period.
  3. Above Rs.25,000/- and up to Rs.5,00,000/- through the GeM Seller having lowest price amongst the available sellers (excluding Automobiles where limit of Rs.30,00,000/- will be applicable), of at least three different manufacturers, on GeM, meeting the requisite quality, specification and delivery period. The tools for online bidding and online reverse auction available on GeM can be used by the Buyer if decided by the competent authority.
  4. Above Rs.5,00,000/- through the supplier having lowest price meeting the requisite quality, specification and delivery period after mandatorily obtaining bids, using online bidding or reverse auction tool provided on GeM (excluding Automobiles where limit of Rs.30,00,000/- will be applicable).
  5. The Government Buyers may ascertain the reasonableness of prices before placement of order using the Business Analytics (BA) tools available on GeM including the Last Purchase Price on GeM, Department’s own Last Purchase Price etc
