As per the Foreign Trade Policy, a Status Holder exporter is required to get a Registration-cum-Membership Certificate (RCMC) from FIEO for availing various benefits under the Policy. RCMC is also required for getting certain benefits from the Customs and Central Excise authorities. For registration purposes, FIEO has been recognized by the Government as an Export Promotion Council.
Registration Cum Membership Certificate (RCMC) is issued by Export Promotion Councils/Commodity board/Development authority or other competent authority as prescribed in FTP or HBP Vol1. RCMC (Registration Cum Membership Certificate) is a membership certificate issued for 5 years by Export Promotional Councils or commodity board of India
Any firm applying for an Authorisation to import/export or avail any other benefits / concession under FTP is required to furnish valid RCMC.
The current procedure for furnishing RCMC information is manual. IEC holder submits the RCMC certificate in physical form to concerned Regional authority. RCMC details are keyed in into DGFT IEC database.
As a part of G2G message exchange initiative, it is now decided to exchange RCMC information electronically through EDI with Export Promotion Councils (EPC). This will provide accurate and updated information about RCMC and also reduce the hardship to trade as furnishing of physical copy of RCMC will be dispensed with.

Any person applying for any benefit or concession under Foreign Trade Policy (FTP) like duty drawback, duty credit scrips etc.
Certificate of Registration as an Exporter of Spices (CRES) issued by Spices Board shall be treated as RCMC and no other RCMC is to be applied with any other Export Promotional Councils (EPC).
A self certified copy of the IEC issued by the licensing authority (DGFT) concerned.
A self certified copy of the Permanent Account Number (PAN) issued by the competent authority.
Fee in favor of “Services Export Promotion Council” by way of Demand Draft payable at New Delhi or Cheque payable at par at all Branches for membership fee as applicable. Continuity of membership of SEPC is must for getting Renewal of RCMC for any succeeding year. In their own interest members are requested to get their RCMC of SEPC renewed every year in month of April failing which the RCMC is liabled to be cancelled.
The validity of RCMC is for 5 Years as per the FTP 2015-20. from the date of issuance of RCMC. In case of expiry, a new RCMC cum renewal certificate will be issued for the period of next 5 years after surrendering the expired original RCMC and payment of one time admission fees plus taxes in addition to the annual subscription fees plus taxes.
ON LINE APPLICATION FOR ISSUANCE OF RCMC FROM FY 18-19 This is for the information of all concerned that SEPC shall start issuing/renewing RCMC on-line from FY 2018-19 onwards. The process is likely to begin from 3 rd week of April 2018. All concerned are requested to apply only on-line for issuance/renewal of RCMC for FY 2018-19. However, urgent applications, if any may be sent in hard copy.
